Tioga Downs is holding a special groundbreaking ceremony for their soon-to-open hotel today. The ceremony is being held at 11am at the site of the future hotel, in the gravel parking lot next to the track. The hotel has been in the planning stages for several months. And after officially receiving its full Las Vegas-style casino license last week, Tioga Downs hopes to have its full casino fully operational by November.
