A Norwich man and woman are facing charges after they allegedly stole scrap metal with a toddler in their care. 30-year-old Tamara Shoales and 35-year-old Quinn Brown were arrested on Friday after they reportedly trespassed onto private property owned by Chenango County Asphalt on County Road 32. Police say they stole scrap metal from the property with a three-year-old with them. They are both facing endangering the welfare of a child charges, along with petit larceny and conspiracy.
