The Taylor Garbage employee who was killed after being hit by a vehicle on Monday has been identified as 27-year-old Sean Tilghman of Endicott. He was killed instantly when he was retrieving a recycling bin on Pennsylvania Avenue in Apalachin. Services will be handled by Estey, Munroe and Fahey Funeral Home in Owego. Tilghman was stuck by a vehicle driven by 72-year-old Donald Ulmer of Little Meadows. He was treated and released at the hospital and given an appearance ticket for unlicensed operation of a vehicle.
