A Tioga County woman was arrested after her child was found wandering around outside with no clothes on. It actually happened back in late May in Waverly. Frances Dyal is charged with endangering the welfare of a child. Police say her two-year-old escaped from a second floor apartment and walked across a busy street and into a neighbor’s yard wearing nothing but a pair of cowboy boots. Police say Dyal was found sleeping in the apartment. Tioga County Child Protective Services is also investigating the incident.
