Binghamton City Council is looking to cut over $2 million from the city’s proposed budget. The council wants to cut funding that would go toward upgrading municipal pools, renovating a tennis court, and a number of other purchases. If the plan by the council is approved, the city’s residential tax rate would increase by only about a tenth of a percent
