A special meeting of Binghamton City Council was called Wednesday afternoon, to deal with two items. The first, to go on record in opposition to the proposed closing of three satellite post offices. But the second item was removed from the agenda. It dealt with hiring the engineering firm that found fault with the construction of Phase Three improvements at the Joint Sewage Treatment Plant. Part of that project, the outside wall of three huge filtration tanks, collapsed two weeks ago, sending a surge of partly-treated wastewater into the Susquehanna River through Fuller Hollow Creek.
