The Federal Emergency Management Agency will provide assistance to a build flood barrier at the Binghamton-Johnson City Joint Sewage Treatment Plant. The plant was damaged by a flood in Sept. 2011. The proposed Flood Protection System would allow the plant to remain in limited operation during a flood disaster, and return to full operation quicker after waters subside. The plant said it hopes this will help protect the health and safety of the public.
