The New York State Department of Corrections says that a man, convicted of raping a Binghamton woman in 1990, has removed his GPS ankle bracelet and is no longer reporting to his parole officer. 66-year-old Ronald Cook is in violation of his ‘strict and intensive’ supervision. He was last seen in Rome New York on Tuesday at about 3PM. He was wearing a bright yellow windbreaker. Cook is 5 feet 9 inches and weighs 240 pounds. According to the Department of Corrections, Cook should be considered dangerous. If he is seen, please call 911 immediately.
