The man who drove away after hitting a toddler in a stroller on Wednesday has turned himself in. The man, 31-year-old Joseph Pascarella of Binghamton, allegedly struck a three year-old in his vehicle in the area of Vestal and Park Avenues at around 3:30PM on Wednesday. The toddler suffered from multiple lacerations. Pascarella was placed in jail, but placed bail shortly later. No information has yet been released on upcoming court proceedings.
