Gov. Andrew Cuomo announced yesterday a billion dollar initiative to help revitalize upstate New York. Cuomo’s plan is to spread $1.5 billion dollars across the state in the form of a competition, much like the Regional Economic Development Council competition holds each year. The state has been divided up into seven regions that will compete against each other. There will be three regional winners chosen, each receiving $500 million. The Southern Tier will be competing against the mid-Hudson, Capital region, Mohawk Valley, central New York, North Country and Finger Lakes. A five member Strategic Plan Review Committee will guide the process.
