An Endicott man has been arrested in Norwich for possession of crack cocaine, packaged for sale. 37-year-old Richard J. Madison was arrested following a short foot chase through the streets of Norwich. Madison has been charged with Criminal Possession of a Controlled Substance and resisting arrest. More charges are expected at the completion of the investigation. Madison was arraigned in City of Norwich Court and remanded to the Chenango County Jail.
