National Pipe and Plastics is receiving some criticism from neighbors around its new location in Endicott. Local residents are complaining of excessive noise, as well as an odor that comes and goes. In an attempt to pinpoint the smell, the Department of Environmental Conservation was called in to investigate. Despite their efforts, they could not trace an odor back to the plant, however, the department did acknowledge an odor in the neighborhood.
