Residents at the Tuscarora Mobile Home Park in Windsor are searching for a place to live, while the controversial landlord skips a scheduled court appearance.John Zhang was nowhere to be found Tuesday. He’s now defaulted on the property but must maintain it until residents can find new homes. The health department became involved last month when Zhang shut off the water supply. There were numerous complaints about the sewage systems and water at the park. County officials are trying to get a portable water system for residents.
