A Leandra’s Law arrest was made in Tioga County on Friday. State Police say a Vestal woman was driving drunk with kids in her van. 36-year-old Elizabeth Borst of Vestal is charged with aggravated DWI. Police say she hit a stationary car at an intersection on route 434 in Apalachin. Her blood alcohol content was .18. Police charged her under the Leandra’s Law statute because there were three children in the van with her, ranging in age from two to seven.
