The Tioga County Sheriff’s Office is investigating a fatal accident involving a tractor trailer and a pedestrian this morning in the town of Barton. Just after 2:30 AM, deputies were called to the scene where a pedestrian was walking in the east-bound lane of Route 17 and was struck by the tractor trailer, driven by 42-year-old Vincent Church of Binghamton. The pedestrian, 44-year-old Michel Naylor of Sayre was declared dead at the scene. The investigation is ongoing.
