Owego Police have announced the arrest of two Apalachin residents for the theft of copper from Home Central in Owego. 34-year-old Daniel Jackson is facing a felony count of grand larceny in the fourth degree, and 23-year-old Caitlyn Covey is facing a petit larceny charge. Both were issued appearance tickets and are due back in Village Court at a later date.
