An Owego home has burned to the ground after a structure fire on Sunday. Just before noon, the call came for a fire at 1511 Dutchtown Road. The fire was reportedly through the roof of the home, and the house was fully engulfed in flames. Eight fire departments were called to the scene, and the fire was contained in about 20 minutes. It was a one story structure, about 900 square feet, and was completely leveled by the fire. It is owned by Richard and Betty Welch, according to Tioga County Public Records. The couple was able to exit the building safely. The Red Cross is providing assistance to them. The cause of the fire is still under investigation.
