Local officials held a groundbreaking ceremony at the new Owego Gardens senior housing project in Owego on Thursday. The $12.5 million community will include 62 one and two-bedroom apartments off Southside Drive in the Village of Owego. The project is aimed at providing affordable housing for seniors aged 55 and up outside of the village’s flood plain. Owego Gardens is expected to be finished in early 2017.
