Members of the public can hear details about the governor’s budget proposal on Friday in Owego. State Agriculture Commissioner Richard Ball will present the governor’s budget proposal at 10am in the Hubbard Auditorium of the Tioga County Office Building. There will be time set aside for questions and answers. Ball has been traveling the state holding similar events over the past few weeks.
