The application for a project that would have put a housing complex in the Village of Owego’s Turtle Town neighborhood has been withdrawn. Susan Kimmel is the President of Two Plus Four Construction. Kimmel said in a statement Tuesday that they are withdrawing their application after finding out that the Office for People With Developmental Disabilities did not fund their portion of the capital investment. Kimmel said that her company still intends to pursue a supportive housing project in Tioga County with Achieve.
