The Owego Police Department in conjunction with the Tioga County DA’s Office has made a felony arrest for the Criminal Sale of a Controlled Substance. 31-year-old Desire Kline of Owego has been arrested. Kline is alleged to have sold met amphetamine. She was arraigned in Town of Richford Court and remanded to the Tioga County Jail on $25,000 cash bail or $50,000 bond.
