A Sayre man was arrested as a fugitive from justice by State Police in Towanda. 30-year-old Philip Baker was wanted in Tioga County regarding an active arrest warrant for criminal obstruction of breathing or blood circulation and endangering the welfare of a child. He was reportedly being held at the Bradford County jail on unrelated charges. He had a preliminary arraignment and was released on non-monetary bail.
