The Tioga County legislature says it sharply opposes the governor’s plan to shift the cost burden of a program that helps villages and municipalities from the state to counties utilizing sales tax revenues. Lawmakers call it another unfunded state mandate. Local officials say that staying at the tax cap is continuing to be a challenge and with this new mandate, it will be even more difficult.
