Tioga Downs will be holding its 10th anniversary celebration tomorrow. The first 6,000 people in the Downs will receive a free commemorative t-shirt. At midnight, there will be a chance for one lucky winner to take home a 2016 Honda Civic. Then at 1am there will be a drawing to win $1,000.
