Tioga Downs will hold a special groundbreaking ceremony Friday to begin construction on their expansion project into a full casino. The ceremony will begin at 3pm and is open to the public. Following the ceremony, visitors will be able to enjoy free cake until 10pm, and a $5 dinner buffet with the donation of two canned goods. The weekend celebration will continue with a Halloween Party on Saturday at 9pm with cash prizes for best costume, and a free tailgate buffet from 1-5pm on Sunday. Jeff Gural will be giving out high fives throughout the weekend. He hopes to have the full casino up and running by July 4.
