A Waverly man has been arrested after allegedly having sexual relations with a minor on multiple occasions over three years. 35-year-old Richard Brown is accused of having sexual relations with a minor beginning in 2007 and continuing through 2010. The female victim was 8 years old when the abuse began. An arrest warrant was issued for Brown, after which he turned himself in. Brown has since been sent to the Tioga County Jail.
