Tompkins County will create a public registry of people convicted of animal abuse. The county legislature unanimously approved the law Tuesday. Covered residents must register with the sheriff’s office within 30 days of conviction and remain listed for five years. During that period, they cannot own or control an animal without written permission from the sheriff. The law takes effect after it is filed with the New York Secretary of State.
