There has been a second arrest in the murder of 11-year-old Jacelyn O’Connor of Norwich. The New York State Police have arrested 34-year-old, Tobias Rundstrom-Wooding, also of Norwich. He is also charged with First Degree Murder. 36-year-old James Brower was arrested early last week and charged with First Degree Murder. Wooding was arraigned in Chenango County Court late last week, remanded to the Chenango County Jail without bail, and is due back in court today. Officials involved in the case have not elaborated on Wooding’s role. The investigation is ongoing.
