Construction has officially begun on the new Owego Elementary School. Officials say natural gas and water lines are now being relocated and crews recently began digging up topsoil from what will be playing fields adjacent to the new school. Once the ground is dug up, the school says the new geothermal wells will be installed, and other construction will continue. The school is scheduled to be completed by 2015.
