Arkansas man jailed in Chemung County on parole warrant

An Arkansas man is being held in the Chemung County Jail while awaiting extradition on a parole warrant, according to the Chemung County Sheriff’s Office.

The sheriff’s office said a deputy encountered 45-year-old Carl Needham of Lonsdale, Arkansas, on railroad tracks in the Town of Ashland on Monday, Sept. 29. A records check showed an active warrant from Arkansas, authorities said.

Needham was taken into custody, arraigned and remanded to the county jail pending extradition proceedings.

The warrant and custody status are official allegations and court actions. No finding of guilt on any underlying offense is implied.
