The last several days of rain have led to widespread flooding across New York State, with plenty happening right here in the Southern Tier. Tuesday morning, the Chenango County Fairgrounds in Norwich was the latest area to get flooded. At this time, the status of the second annual Music and Balloon Fest in Norwich at the fairgrounds is unknown. As rain continues, The National Weather Service has warned that storms could bring minor flash flooding conditions from rivers and streams in areas that see some of the heavier rainfall.
