New York has now signed a bill outlawing the use of electronic cigarettes at all public and private schools. A report from the state health department says e-cigarette use among high school students nearly doubled between 2014 and 2016. Vaping devices do not contain tobacco, but deliver nicotine to users in liquid form and release water vapor. Critics of the ban say there is no evidence of health threats linked to e-cigarettes, while the state maintains any nicotine use by teens is harmful.
