Governor Andrew Cuomo signed a bill passed by state legislature which will give flags to the families of fallen New York soldiers. When a New York soldier is killed in battle, the state Capitol lowers their flag to half-staff in honor of the soldier, and before the new bill, the flag was then retired. The new bill will give the flags to the soldiers’ families at no cost. The bill is named after Lt. Colonel Todd Clark, a native of Albany County, who was killed in combat in Afghanistan in June. Clark had previously visited the Capitol to speak about veterans’ issues with lawmakers.
