Debbie Howard has announced yesterday that she is running for the office of Tioga County Clerk. Debbie has lived in Tioga County most of her life and is actively involved in numerous community activities. Debbie worked for past Assemblymen Gary Finch and is currently working for Assemblymen Chris Friend as District Director of Tioga County. Debbie lives in the Village of Owego with her husband Gary Howard.
