With the state Gaming Commission’s deadline passing by yesterday afternoon, Tioga Downs owner Jeff Gural is the only applicant for a Southern Tier casino license. Albany-area businessman Jeffrey Hyman made a last minute decision Sunday not to apply for the license. This happened just days after the Binghamton City Council voted unanimously to support his project.
