Broome County Jail corrections officers are reviewing security practices after finding 18 individually wrapped bags of heroin in an inmate’s cell. The bags of heroin were found in the jail cell of Sean Cutty during a routine K-9 search. The bagged contraband was found to be in a larger plastic bag filled with rice. Cutty has since been charged with criminal possession of a controlled substance and promoting dangerous contraband. He will now be arraigned in the Town of Dickinson Court at the court’s convenience.
