On Sunday, the New York State Police responded to a residence in the Town of Norwich for a report of an 11-year-old girl in cardiac arrest. When police arrived, they determined that the victim, Jacelyn O’Connor, of Morris, N.Y was deceased. Upon investigation, police determined she was the victim of a homicide.
