Binghamton is one step closer to the approval of Mayor Matthew Ryan’s plan to spend about $2 million next year on upgrading the city’s parks. During a meeting to review Ryan’s 2014 budget proposal, City Council members voiced support for the many projects, including overhauling aging community pools, restoring a vintage carousel, and renovating tennis courts that host a popular annual tournament. The final decision on the plans will come in November when the city’s overall budget is adopted.
