A tractor trailer overturned on Interstate 81 North Tuesday morning, spilling debris all over the highway. State Police responded to the accident near Exit 3 around 11:30. The driver of the truck, who was coming from New York City, complained of head and chest pain and was taken by paramedics to Wilson Hospital in Johnson City. Workers for the New York State Department of Transportation worked to clean up the area. Police say speed did factor into the crash.
