A sex offender from Nichols has been charged with felony failure to register. According to the Tioga County Sheriff’s Office, 22-year-old Jose Pabon of Stanton Hill Road failed to register as required by New York State Correction Law. Pabon was arraigned in the Town of Owego Court and sent to the Tioga County jail on $5,000 cash bail or $10,000 bond.
