An Owego man is facing charges after he allegedly attacked and threatened his girlfriend during an argument. 24-year-old Kenneth Swartz was arrested by Owego village patrol officers after they responded to the domestic incident. Swartz is accused of physically harming and threatening his girlfriend while she was holding their one-month-old child. He is now facing charges of menacing, criminal obstruction of breathing, and endangering the welfare of a child. He has also been charged with second-degree harassment. Swartz was sent to the Tioga County jail following his arraignment in Owego Village Court.
