Community members who want to learn how to help a person struggling with substance abuse will soon have a chance. The Tioga County Council on Alcoholism and Substance Abuse and it’s Teen Intervene training program will be offered to adults on June 22 from 9 am. to 4 p.m. at 6 McMaster St. in the Town of Owego. Organizers said the goal of the program is to teach citizens how to spot a teenager that is struggling with substance abuse and how to intervene.
