An Owego man has deployed to Puerto Rico to assist the Red Cross in their recovery efforts on the island. Chuck Haupt has deployed eighteen times over the last eight years, most recently to Houston for the aftermath of Hurricane Harvey. He is expected to be in Puerto Rico for three weeks.
