Owego Police attempted to locate 28-year-old Peter Finch at his mother’s home in Owego. Finch took off through a back door and triggered a brief foot chase in the area around Paige Street. During the chase, Finch was seen to discard marijuana. Police believe about two ounces were dumped. He was charged with Criminal Sale of a Controlled Substance, Tampering with Physical Evidence, Resisting Arrest, He was also charged with Unlawful Imprisonment from an earlier incident. Finch was arraigned and remanded to the Tioga County Jail. No bail was set.
