A 28-year-old Ulster man is facing a strangulation charge following an incident in August.
According to the Pennsylvania State Police, Ryan Elliott is accused of grabbing a female victim by the throat and punching her multiple times.
The incident occurred on Reber Road in Smithfield Township on Aug. 31.
Elliott was taken into custody and transported to the Bradford County Jail on a parole detainer.
