A car hit a police officer and then fled the scene in Binghamton early Monday morning. The vehicle struck Captain John Chapman of the Binghamton Police Department at the intersection of North Shore Drive and Washington Street. The Memorial Street Bridge and surrounding area were blocked off as police investigated the hit-and-run.
