An Owego man pleaded guilty in Tioga County Court on Monday to two counts of attempted criminal sale of a controlled substance in the third degree. Joseph Farrow made the plea in connection with his attempted sale of heroin to another person on Sept. 14, 2014 and again on April 28th of this year. As a result, the Tioga County District Attorney’s Office said Farrow will spend five years in state prison and two years post-release supervision on each conviction. The terms will be served consecutively, totaling ten years in state prison. The case was investigated by the Tioga County Sheriff’s Office. Farrow remains in the Tioga County Jail awaiting sentencing, which is scheduled for August 17th.
