The conviction of an Owego man has been questioned by a federal appeals court. Judges now say investigators may have gone too far when searching the computers and electronic devices of James Galpin Jr. The convicted sex offender was involved in an investigation in 2009 when he was eventually accused of paying minors for sexually explicit photographs. The appeals court has now ruled that the warrant used to obtain information against Galpin was too broad, and that officers lacked probable cause to search for inappropriate photographs. The case will now head back to a federal judge for a new review of the conviction. Galpin was sentenced in 2011 to nearly 50 years in prison.
