Scrap metal debris was reported in the road this morning on North Avenue between the railroad underpass and the Owego-Apalachin bus garage. A Tioga County Sheriff Road Patrol Deputy spotted it just before 7 o’clock this morning. He caught up to the tractor trailer on corporate drive, and the New York State Police Commercial Enforcement Unit inspected the truck. The deputy said he believed part of the truck’s load protruded from the top of the trailer and made contact with the underpass as the truck travelled underneath it, causing debris to spill out over the next mile or so.
